Budget freeze on child care funding to affect the vulnerable & workforce participation

http://www.asu.asn.au/news/categories/localgovt/140728-child-care-benefit-funding  The ASU recently lodged a submission into the Senate Inquiry examining the Abbott Government's proposed income test freeze for the calculation of Child Care Benefit. We are objecting to the freeze on the basis that it will adversely affect the vulnerable most, including low income families and those with children at risk, along with workforce participation, a widely acknowledged factor in economic health. We call on the Government to reassess its spending priorities and not undermine child care funding, one of the engines of the economy. Freezing the Child Care Benefit income thresholds for three years will effectively reduce the amount of benefits received by some low and middle-income families and reduce the number of families which receive the benefits. ARA - advises of new railway maps

Government must provide more money to early childhood care  

http://www.asu.asn.au/news/categories/localgovt/140722-govt-funding-early-childhood-care   Any move to extend subsidised childcare rebates to people who use in-home care must be paid for with additional funding to the early childhood sector, unions said today. "Unions support a childcare system that is high quality, well regulated and puts the wellbeing of children first," said ACTU President Ged Kearney. "The Productivity Commission draft report into childcare recommends a significant watering down of childcare qualifications, which is deeply concerning," said Ms Kearney. "Current regulations require a 50-50 mix of diploma and certificate qualified early childhood educators. By recommending in-home educators only hold certificate three qualifications, children will not be getting exposure to the highest quality of care. "In addition to this, the report recommends averaging out the ratios of staff to children, which will also compromise the quality of education and care." The Productivity Commission also recognises that early childhood educators are too low paid but doesn't make...

In Gaza City's al-Shifa hospital, two five-year old children lay in bed. Noureldin and his cousin Kinan were both seriously injured by shrapnel after an airstrike flattened the family's home last week. Noureldin's mother had just put the boys to sleep in a bedroom when the missile struck, killing her and her husband, reportedly a militant, as well as Kinan's father, sister and grandmother. In total six members of the family, age 21 to 62, were killed, and five seriously injured, as they had tea in the yard. PIAC challenges electricity networks spending plans - advice from PIAC NSW  

The Australian Energy Regulator is in the process of setting network prices, which will take effect from 1 July 2015. This may have a significant impact on consumers, as network costs make up around half of electricity bills and have been the main cause of the massive price rises we have seen in recent years. At a recent public forum, consumer representatives, including PIAC, questioned senior executives from the NSW network businesses about their plans for new investment and their proposed borrowing costs. Oliver Derum, Senior Policy Officer in PIAC’s Energy + Water Consumers’ Advocacy Program, later discussed the issue with ABC Radio’s PM. Public Infrastructure: release of inquiry report

The final report into Public Infrastructure has been released by the Australian Government

The final report into Public Infrastructure has been released by the Australian Government. Copies have been sent to all participants who made submissions, appeared at the public hearings, attended the roundtable or were visited by the Commission.  The report is available for free download and printed copies of the report can be purchased from our publications agent, Canprint Communications, see our website for further details. Update to the CPSISC Building Surveyor qualifications below for responses from the various sectors/ states/ territories

The national project to redevelop the existing Building Surveying Qualification Framework is well underway and is now into the final development stage of the project.· Following advice received from the Australian Building Certifiers Forum (a forum of State and Territory Building Regulators) it has been decided and agreed to by the Project Steering Committee (PSC) to proceed with the development of an Advanced Diploma of Building Surveying rather than the Diploma of Building Surveying. This qualification will also have included in its structure, an identified ‘Skill Set’ limited to three storeys as an exit point for the purposes of people working on Classes 1 and 10 Buildings. Funding cuts to increase the cost of childcare - report by IBIS world

It is a start at stopping the states and territories being economically blackmailed to privatise their assets with a 15% bonus - well done Senators for seeing through this charade! Amendments to the Asset Recycling Bill (since renamed by the Senate to reveal what it actually is: the Encouraging Privatisation Bill) include: Either House of Parliament will now be able to block privatisation transactions as the Government will be required to table each one. Infrastructure Australia must assess all projects over $100 million and provide a cost-benefit analysis, which will make the process more transparent. Citizens will benefit. ASU supports UK UNION's "UNISON" and " GMB" in seeking pay justice for local government members

It’s been brought to our attention at the ASU that our fraternal UK Union’s (UNISON & GMB )  are working with Members in local government for an increase in their rates of pay.  We understand that the employers and government have not been able to reach agreement with local government employees and their Union. This is sad to see when we know how much local government employees undertake in serving the needs of the community . The ASU is concerned this has not been recognized.  We are also concerned that the local govt employers have now forced the employees and their Union to take industrial action , so the Union can inform the community and show the employers are not listening. In Sweden, public sector elder care staff are happier and better-paid

In privately-run care homes, wages are lower and employment conditions are worse than in public care homes. Employees in the private sector are less satisfied with their jobs and do not feel as involved in their jobs as workers in the public sector. Since the early 1990s, much of Sweden's health and social services sector has been opened up to private providers. In theory, competition would lead to a wider range of higher quality services and community resources would be used more efficiently, with care workers enjoying better terms and conditions. "But the reality was different," says Annelie Nordström, President of Kommunal, "and that is the message in this new report." ASU supports UK UNION's "UNISON" and " GMB" in seeking pay justice for local government members

UNISON members working in local government will be taking industrial action on 10 July after the employer’s side refused to negotiate on their final pay offer of 1%. Local government workers have already endured three consecutive years of pay freezes, followed by a below inflation settlement in 2013. For most of the workforce, this year's offer will be a further pay cut, leaving their pay reduced by almost 20% since 2010. Full time hourly earnings in local government have sunk back to the levels of the 1990s whilst part-time hourly earnings have fallen back to 2002 levels. Over half a million, mostly women, mostly part-timers, earn less than the living wage. In addition, cuts in central government funding have meant that 407,000 local government jobs have gone since 2010. That is the same as 372 jobs disappearing every day. White Paper on Reform of the Federation

Australia’s Federation has great strengths but duplication and overlap between different levels of government results in waste and inefficiency. The Federation has stood strong for 114 years, but Australia today is a very different nation, facing new challenges. We need to reduce and, if possible, end duplication and make interacting with government simpler. We need to clarify roles and responsibilities for States and Territories so that they are, as far as possible, sovereign in their own sphere. The Commonwealth will continue to take a leadership role on issues of genuine national and strategic importance, but there should be less Commonwealth intervention in areas where States have primary responsibility. Specifically, the analysis sought to identify: How much change is actually occurring to Training Packages; What are the factors driving change; What pressure points exist in the vocational education and training system that amplify the impact of each change; and What can be done to reduce the impact of change on stakeholders. Training Packages are demand driven products responsive to the current and emerging skill needs of industry so by their very nature must be dynamic. As the rate of change within the economy increases, and that change impacts on individual sectors and job roles, Training Packages will continue to evolve. A number of ASU Branches made direct contribution to the ASU submission , in particular VIC/Tas Branch and the NSW USB , where we have some concerns , from the provision of aged care, to home care support, local govt coordination, through to house fit out of aged assistance fittings, and various programs local govt partners in etc.  An internal small group of national office staff (Lynn with assistance from Jody and Joanne) worked on the submission along with direct participation of the Vic / Tas Branch (Joan and Robert) , to finalise the ASU submission – you should note that the federal govt is now using tight question structure , that focuses on roll out , rather than issues of opposing etc , Copies of the ASU submission are available from ASU LG Branch Officials .... http://www.asu.asn.au/blogs/entry/asu-concerns-for-local-government-aged-care-services-asu-lodges-submission-with-fedarl-govt-dept
